The Set Filter property sheet is opened by:
Tool Bar: 
Keyboard: Ctrl+F
Menu: Filter-Set
The Tool Bar button is also shown on the Library Bar and the Design Bar.
The Set Filter window gives you access to all of the criteria of the filter.
